If they get tough on crime, it will disproportionately affect those of certain races. The council members therefore won't take steps in that direction.

Yup. It’s absurd how soft we are on teens. Okay their brains aren’t fully formed yet, but they should be formed well enough to not freaking shoot someone in a crowded area.
