As another person already said, there are things a coach can do when a game starts getting out of hand like this. Let’s not forget we’re talking about u-littles here. The “someone is in the wrong bracket” argument is kind of pathetic. If you’re the coach of the winning (U9/U10) team and it’s clear that the other team is seriously outmatched, tell the kids that you want them to have X passes or Y touches touches on the ball before they can shoot, for example. Sure, it’s fun to win but at that age, winning by a ridiculous margin isn’t something to encourage or be proud of.

Ridiculous. Even the most pedestrian house league has someone tasked with checking field status around 6am and sending out cancellation/delay notices. But no, let's have everyone get up at the crack of dawn and schlepp to the field and stand around for an hour getting soaked before postponing the game ...

Yes, some clubs had a bad weekend at the different tournaments, not just at Jeff Cup. Obviously not all, because that's literally impossible because someone has to win.
