This. It sounds like your mom is still aware of her situation enough to make reasonable decisions, so I see no reason for a sibling to override her - especially if some siblings support your mom's decision. I'm assuming this is AL within the same CCRC, so that makes everything even simpler.

Why not default to the mom in this case? She says her memory is bad. I’m sure she’s been hiding it from the kids. Give her some agency.
