Op is supposed to be working. If I was the neighbor I would smile and wave, the carry on.
Op you are ridiculous.
What’s ridiculous is putting a bench on the side of your house in a breezeway where people don’t normally congregate and having loud 3 hour conversations daily.

Why in the world would you do anything to put a cloud on this person just living their life? You have so many easy options (earplugs, noise machines, switching desk location) but go to THEM accommodatting YOU? I get that their joy and freedom makes the contrast w/your own life hard but just stop.

He has a loud voice to begin with and once you add in the fact that he's got a cellphone on speaker and is holding it up in front of his face and screaming at it like people do ... well, it's very annoying. It drives me nuts.
But I wouldn't say anything to him over it. That is the cost of living near other people. I just put on my Bose headphones and pipe in white noise from an app on my phone.
If anyone here knows if soundproofing windows actually helps with this kind of thing, please speak up.
