Make “ apartment noise” like you can’t play loud music but you can run a vacuum at weird hours. Open and close doors loudly.
Those are things that are considered apartment living and Police can’t do anything.

They don't like me, and it is rooted in prejudice. They say nasty things about me to all our neighbors and never speak to me and glare at me whenever I see them. It makes me uncomfortable but there is nothing they have technically done to me. But I'd like to make it unpleasant for them to live there until they move. There are several reasons why they probably don't like living here, I'd just like to help them along and hopefully get a neighbor there who is less hostile towards me. They make me uneasy.

Maybe you should try another approach altogether, poster. Try inviting this neighbor for a dinner party - include some other neighbors you are friendly with. Studies show that the best and most effective way of breaking down prejudices is having real conversations with real people and learning that they are not a stereotype.
That goes both ways you know - a lot of prejudiced people are clinging to their prejudices to avoid grappling with the pain they wallow in otherwise. Under the surface of your neighbor's seeming nastiness is just another vulnerable human being. Try scratching the surface.
