These polar vortexes are a newer phenomenon resulting from disruptions to the jet stream, the jet stream is being disrupted causing blobs of polar air to be torn off and sent spiraling southward. It's happening because in another part of the globe, warm air is pushing northward due to convection, displacing the cold air from the arctic southward. It's like squeezing a water balloon - you squeeze it in one place and it bulges out somewhere else. This is science that is understandable by a 7-year-old.
