There are several schools in the Top 100 that will give good merit, not full but good with those scores/stats. Try the jesuit universities and you should get at least 35% of tuition in merit, if you apply for more scholarships you can easily get more.
Perhaps business or earth sciences. The only thing he is ruling out are Humanities but he is not set yet.
So then all the jesuit universities would be an excellent fit. Seriously, Gonzaga, Marquette and Creighton gave my 26 ACT, 3.5UW, No APs, and good EC 35% of tuition in merit. Seton Hall gave 75% of tuition in merit. You can get costs under $40K or close to it. Apply for additional specialty scholarships and you could go even lower
