The swerving around a stopped car thing happens all the time in Bethesda. As the pedestrian, I don’t cross unless I can see that cars in all lanes have stopped. If that means walking halfway and cautiously looking around the courteously stopped car before proceeding across the next lane, that’s what I do.

My other favorite are the cars who whip around a turn without considering that pedestrians have the right of way to cross. Especially the jerks trying to make a left in front of oncoming traffic. I’ve almost been hit by those folks. I won’t let my kids cross Wisconsin alone because even if they know and follow the rules, drivers don’t. My 11 year old has a hard time understanding that he could be killed following the rules, but it’s true.

Activate hazard lights when your car is stopped due to unusual reason. People behind you can't see what you see as well.

Whining about people breaking the law won't stop it. You need to apply consequences, since the law won't.

If you are constantly getting honked at you are the problem. That is not normal.

Maybe they were honking at the cyclist to watch out and not honking at you?

Maybe they had a medical or other emergency.

This happened to a 7th grader at Deal on 16th St back in December. She was crossing in the crosswalk and a car stopped for her so she started crossing and the car in the next lane didn't stop and hit her. Literally a child, in a crosswalk, trying to catch the bus to school. Crazy person not paying attention and trying to save 2 seconds shattered the life of a child.
