It's demeaning.
It is and what makes it even more annoying is the sycophants who respond with kiss a$$ thank you emails in response.

I guess it's possible your agency has different authority, but probably they're being extra sensitive about optics. Or it's a power trip. Plenty of agencies are open about it.
I used to work for the military and we got 4 hours before holiday weekends, but it was couched as a driving safety issue and placed in a long email about road safety and road accidents. We coded it as safety leave.

It’s billed as administrative leave. Our agency has us code it.

I’ve never been clear about the “legality” of the holiday weekend early release for feds. At my agency, it’s pretty universal, but the “news” is always only delivered the day of, and either in-person or in coded email language that someone explains to you as a new employee. (Not that I’m complaining.)
