Penn State has been dribbling them out since the first week in November, and they just deferred a bunch until RD.

When they said "small", I was thinking 5-10%. I wasn't feeling too bad for my student until I saw that it was 25%. That makes me a little more nervous for them.

Why didn’t I receive a decision?
Given the attention we want to give your Ut Prosim Profile, it can take a great amount of time to review our volume of applications. We have not finalized all decisions at this time. We had a small pool of offers that were ready to be released so we decided to inform those applicants as soon as we were able to do so.
