Because she herself is not very bright and is pretty incompetent. Muriel couldn't operate a hamburger stand.
The only things she's good at are installing fear in city employees if they dare cross her and giving out choice contracts to friends.

Anonymous wrote:It’s for appointed ones and positions paying more than $150k. There is a very small pool of people who can find decent housing in a safe neighborhood with good schools on that salary. Maryland and Virginia are expensive but more affordable than the District.
