It depends on development. I have a 5th grader and my friends and I are starting to talk about this sort of thing - she has one friend who needs an actual bra and one or two that wear camis/half camis, the rest don't need anything yet.
My daughter is in 6th. A few started in third, most in 4th and by 5th, pretty much everyone was wearing one regardless of level of development. Some of her friends still literally have zero development but they all wear bras.

My DD does not have anything going on yet but she has friends who do and most of them wear camisoles. She asks to wear camisoles too.
