Most likely, yes he wants to progress the relationship. Maybe sex, maybe not, but he is thinking of making it more physical (since you have not kissed yet).

Did he say anything more than “meet the dog”? Is he making dinner? Did he mention anything else besides a dog meet?

If not, and you are not ready for things to get physical, plan an activity yourself.
Sure, I’ll come over and pick you up and meet your dog. Then we can go to restaurant/ activity/ dog park near your place.
His reaction to this will tell you much you need to know.

I can’t believe so many people have sex so early in a relationship. OP, I would *not* plan to have sex with someone on the 4th date who you haven’t even kissed. No man who respects women would get angry if you came over to hang out and meet the dog and didn’t want to have sex.
