Is it because you’re on the shorter side and your sink is too high, like the newer homes (post 2015) have? I think it’s called gentlemen height are something stupid like that.
This is my problem. The counter is too high so there isn’t enough of a forward angle when I’m over the sink and the water runs all the way down my arms.

Me too op. I now use micellar water and cotton pads. I never “splashed” my face but even with cleanser and a wash cloth it seemed like water drips got everywhere.

They sell makeup remover wipes and micellar water and plain water wipes at most drug stores, so any of those should work. Kind of wasteful, but may be what you need.
FWIW, I also hate washing my face, and so have mostly just stopped. I don't wear much makeup.

Water has been trickling down my arms my whe life and I hated it.
Tennis sweatbands are basically the same product, but designed for the opposite purpose: to keep sweat from running down your arms onto your hands.

The wash cloth cleaning method doesn't work well for me. Water, by itself is a solvent. I like to use plenty of it before applying a cleaner. It helps me use less cleanser and is better for my combination skin.

Or maybe the TV shows it like that because that’s how many people wash their face. Either way, I bring my face down to the sink, cup water into my hands and put my face into my hands. Personally, I’m not splashy like on TV but my hair still gets wet and water still comes down my arms.

Its also great for washing dishes! Nothing worse than your sweatshirt/long sleeved shirt getting wet!
These things are ridiculous. Bend over the sink so your arms stay horizontal when you’re rinsing your face. And wear dishwashing gloves like an adult.

I use baby washcloths, they’re nice and gentle 😊 I use a new one each time I wash my face.
For people like me who need overly detailed instructions lol:
1. Wet face with washcloth
2. Add a little face wash to washcloth, and gently wash face with it
3. Rinse out washcloth
4. Use washcloth to wipe soap off face, instead of getting the washcloth super wet I just repeat steps 3 and 4 a few times.
it’s important to not use too much soap!

If you don't like the idea of a washcloth (I get it, I think they are kinda yuck) try the Olay Foaming Facial cloths. I haven't used them in a few years, so not sure if they've changed but they used to be great. They are (were?) big so you can cut them in half and its still plenty. You wet the cloth and it foams up so you can wash your face with it. Then rinse out the cloth, use it to rinse the foam from your face, then throw it away. I stopped because they were kinda wasteful but they did a good job cleaning and might be a solution for you.
