It really is quite rude to comment on a person's weight. Even if it's meant to be complimentary. You can always bring it up yourself.
This is really individual. Some think it’s rude, others are delighted. Take your cue from how easy-going people are in other areas of their life.
No - it is rude, period. Yes you can get away with it in some cases but you are still being rude.

Really? What happens if someone lost a lot of weight because their child died?
How often does this happen to you in reality. Plus PSA to ransoms internet strangers is stupid. And attention seeking. Grow up and tell the person actually saying it to you. We frankly don’t give a damn about you and again, your PSA is stupid and the wrong audience.

Ridiculous. My DH is easy going and dropped a ton of weight due to a serious health issue. Every time it came up it was a reminder that *he might die*. Even when he started saying "I"m having some serious health issues" some people just could not take the hint and just kept blabbing their stupid mouths.
Don't be that person. If you really can't think of anything else to say to someone, just say "It's great to see you. You look great." And if the person drops hints about working out all the time or their new diet, then, yes, you could probably say something.
