That has nothing to do with the appropriateness of shorts. That's just one man (your DH) being clueless about his own comfort level. If he doesn't know whether he is a warm or cold type, he gets what he deserved (to be uncomfortable).
My wife and I are different types. She brings a sweater or sweatshirt everywhere, even in summer because the A/C at many businesses makes her cold. But she is not feeling warm until it is over 80. She gets cold at 72. Me, I wear shorts and short sleeve shirts as long as I can. I get warm over 70 and don't get cold until about 62. We keep our house in the middle and I wear shorts and tee shirts at home all year round. She wears sweats at home all year round. We both know our comfort level and when we travel, we dress accordingly.
