Mark or Monique? I'm not sure that we necessarily know the answer to that. The main difference is that when you ask who wants to build more housing in the city, it's Pierzchala. He's pro-building housing. Ashton is also for building but not as much or to that same degree. This shouldn't come as a surprise to anyone that's familiar with city politics though.
If you watch the video, they ask about ballot question 4 and Ashton refuses to answer. Pierzchala says he's for having some at large seats and some districts like the county does. He also suggests having an even larger council with even more seats so that there can be more than a couple very large districts. I think this is a good answer so that people can have better representation.
He suggested this back in Feb or March 2023 (I THINK) when the Mayor and Council were discussing these questions/ suggestions from the Charter Review. The idea of having a Mayor and Council of up to 11 people is crazy (which he suggested earlier in the year). The Montgomery County council (population 1M) is 11 members. Rockville population is less than 70K.
Why is it inherently ‘crazy’ to have more representation? Having nearly every council member from the area between 355 and 270 seems problematic.

How would you define progressive on City Council? They are non partisan.
Please... proposals to allow 16 year olds to vote? Non citizens to vote? Lots of Rockville money spent promoting events to celebrate pride, non European heritage, etc.

Interesting you mention this debate. How about 1:02:20 where Mark gets into an argument with a resident and raises his voice?
