It's more complicated than that. And Maryland has very strict gun laws. But relaxed criminal law application has made it more difficult for police to enforce them.

Ideally, we'd get rid of them. But that will never happen in the U.S. The most effective approach is three-pronged: gun safety laws; appropriate education; and enforcement. We have the laws. We are scared of education. And we are lax on enforcement.

Only in comparison. And unfortunately, guns from elsewhere don't magically evaporate once they cross the Maryland state line.

The bigger concern is police and prosecutors don't enforce the laws as stringently as they could. If someone is arrested for a firearm violation, and gets released from jail immediately, but waits three years while the courts clear the covid case backlog, what incentive is there to "not" carry a gun? Zero. If people were given much more timely, known consequences, we might et somewhere. People here know they can carry with impunity.
