I think anywhere from $12-$15 would be reasonable depending on # of kids.

I pay my 14 year old to watch my younger kid $15/hr. Now she makes this from our neighbors and to watch some of the friends of my younger one. I think this is a fair rate.
If you want to low ball a kid, feel free, the kid can always say no.

"on the books" means that he pays taxes, and kids typically don't make enough to pay taxes, so it doesn't matter if he is on or off the books.

Of course it matters. Everyone who is “on the books” pays mandatory taxes like FICA, even a 14 yo making minimum wage. It’s Federal, state and local taxes they may not owe. So yes, something is being deducted from every paycheck.
