This is generally true. However, college coaches will reach out to high school coaches to ask about character, work ethic, etc.

This website and forum has invaluable information on the college recruiting process. It is not anonymous and there are people who are regular contributors who know what they are talking about. For example, James Wood's mom posts - James is a Class of '21 HS grad and he is one of the MLB's top prospects. He's currently playing for the Harrisburg Senators (Nationals farm system.) He's the player the Nats wanted when they traded Juan Soto to the Padres. The head coach of the UNC Charlotte baseball team (he used to be the pitching coach at UVA) - his dad is regular poster. So is the dad of the pitching coach at U of Florida.
HS Baseball Web's recommendation is to get on a top travel team that will expose you to college coaches. Also, for the HA (high academic) route, Headfirst is the top showcase to attend, followed by Showball. My DS did Headfirst and it is extremely well run. He never did Showball.
