Actually, he pretty much did by wiping away all the policies in place that were actually working. Then, announcing at the debates that people here illegally should get health care. And, then expanding Medicaid coverage to include people here illegally. Then, announcing that there would be no deportations the first 100 days of his presidency. Then, not deporting the masses as they cross into our country illegally.

All that "sanctuary city" means is that the city does not enforce federal laws. And, it's not their job to enforce federal laws.

By "responsibilities" you mean you feel DC should be punished - for not doing something that is not their job, but the federal government's job to do, and for which DC receives no federal dollars to do.
