If you survey the think-tank scene in DC, there are enough distinguished academics advocating not necessarily a pro-Russian point of view, but definitely pro-negotiation, anti-weapons aid, and anti-American hegemony.
Are those think-tank members active military?
They aren't, as far as I know.
It's a philosophical question whether active members of the military are allowed to have political views that differ from mainstream America, and fundraise to that effect.
Having political views is one thing. Running a pro-Russian propaganda campaign and distributing classified materials is something else.

It’s far more than a philosophical question. Candidates can’t have military in uniform in political advertising.

Isn't she in trouble simply for distributing classified documents even if not directly to the Russians? I know she has committed fraud with her advertising to helping those in Russia, but once you distribute classified documents, it's very hard to keep them from getting into the wrong hands which is why we need more protections.

The military is overwhelmingly republican. Any head is just a figurehead for the organization. These problems are coming from the enlisted. They need to police themselves and take politics out of the mix.
