Yes, you should anywhere between -2% and -5%.

This is common in Miami. Enough international tourists (and perhaps Americans) were not tipping and caused this. I do not leave anything extra because I view the charge as in lieu of a tip. Incidentally, I tend to receive worse service when there is such a charge.
