Because one of my favorite things to do is look up random DC tags to see how much the owner owes in tickets and rarely do I find 1) a vehicle that has no tickets or 2) a total due that is less than a few thousand dollars. And these fines always seem to be very, very old.

Exactly. You should never be critical of government when it screws up. We should ignore poor performance, unless it's LEOs.
