The school could make it clear to students that theft is unacceptable and comes with consequences if they are caught. It is not doing that.

So basically you admit he shouldn’t have been stashing cash in his laptop case and leaving it in his locker. A person should always carry cash on them or better yet leave the cash at home. There is no reason a middle schooler should be bringing cash to school at all.
