If you are a dues paying member of the HOA frankly I'm not sure it's legal for them to exclude you from an HOA platform. Assuming the Association is organized under the IRS section 501 rules, you can't just pick members to exclude from things because you're mad.
Legal or not it's really sh*tty of them.
Their argument was that's a LIMIT, and they can drive far under it for "safety."
