The source of the timing is that Chisholm was never getting renovated until the year after next and JOW is currently in the Spingarn Swing Space and will be throughout next year.

This is not correct -- the school will be in a swing space (likely Spingarn though there are efforts afoot to advocate for a better solution) but not until SY26-27 and SY27-28.

they typically provide buses but not everyone wants to put an PK student on a bus
