I would LOVE to not have a car in DC, and in fact lived here without a car for many years. I have suggested it over the years but my DH is a hard no. Here are his reasons:
1) His parents house is only reachable by car (5+ hours by car, nearest airport is 2.5 hours from their house, nearest Amtrak station even further, even if we took Greyhound, which we wouldn't, the nearest station is still 45 minutes from their house). We could rent a car but that gets pretty pricy given how often we visit them. I consider this to be a fair reason.
2) He just likes having his own car. I consider this a poor reason, but it's not mine.
3) When we need to move a piece of furniture, do a big buy at Costco when we want to shop in person, etc., we already have a car. I think this seems like a good reason initially, until you've lived without a car for a while and realized that without the expense of a car, it's really nice to be able to just rent the appropriately sized vehicle for something on the 5-10x per year that you need it. You can rent a suburban to do that giant Cost haul once a year, a small truck to move a dresser or a mattress, a small moving truck to move a bunch of stuff out of storage. Our sedan does not actually handle any of these things well! But DH is convinced that the second we are without a car, we'd want it back.
4) It's nice to have a car for certain things (school drop off, grocery runs) that we usually do on foot, if it's raining or snowing or otherwise inclement weather. I personally would rather invest in snow shoes and plan ahead (plus you never have to do school drop off in truly bad weather in DC because they shut down schools for icy sidewalks).
And that is why we still have a car. But it's 15 years old and looks awful, so we also don't worry it will be carjacked.

Have to say that while I have a bike and ride it often (also have two cars), I find the posts on my neighborhood listserv from people complaining that their unlocked bikes were stolen from their yard (where they were sitting behind an unlocked gate) to be incredibly annoying.
