I thought this was the opposite way around. Most exits and entrance ramps are on the right so the right lane is for passing and the left is for travel.

When there is always a car in the right lane, you’re always driving in the left to pass all the cars. Therefore, it avoiding become a fast lane. Your theory only works when there are very few cars in both lanes - never the case on GW.
+1. I get the move to the right rule but most of the time I AM going faster and passing car after car on the left. If there is a car going faster in the left lane I will move over to the right usually to let them pass. But often the cars in the right lane are closely following each other so I keep going in the left lane until I can safely move over for the even faster passing car to go ahead. Sometimes this clear irritates said driver because they will ride unsafely on your rear bumper making it known THEY want to go even faster than you. At some point if you are in the left lane passing at say 60 mph (so definitely above the posted speed limit) and the right lane is congested the person who wants to do 65-70mph is just going to have to chill out for a few minutes.

I drove it at midnight recently and it was scary. People were maniacs, no lights, no visible striping.
Paint costs money and is bad for the environment.
