Using this logic, OP should find a condo in the Justice or Edison or Lewis or Falls Church HS pyramids.
Self fulfilling downward spiral. People tell people looking for good schools not to buy in a certain area so things get worse at the avoided schools. There is nothing inherently wrong with the schools you mentioned, but they do have disadvantaged students.
Are failing test scores nothing?
ESL and poorer students make up a large percentage of the students at those schools. Swap the student body between West Springfield and Lewis and the scores would flip as well. There is nothing wrong with the teachers at Lewis or the other schools.
Yes, bad students make schools bad. Swap the student body from a good school and the school will be good.
