While I agree that gifted services are limited (in APS if that is where you are referring to), being in a clustered classroom does matter. More importantly, when such a cluster model exists, not being included in one could have a significant impact.

If the school does not identify your child with a score that high, I would definitely appeal it. If the principal does not overturn it, the gifted services supervisor will.
Yes, last year my 2nd grader had 9th stanine scores. Was flagged for gifted screening, but gifted services decided they didn’t qualify for services. Appealed to gifted teacher and principal and they said they consider not just test scores, but also teacher input/classroom 🤷🏻♀️
