My niece from CA began wearing makeup around 10.
My SIL thought it was so cute and precocious and along with the makeup came dressing like a 20 something going clubbing.
I’d say way too young and unusually so.
We live in CA and it’s not a state thing. If anything, girls aspire to an athletic surfer girl vibe here. My daughter swam with a club and spent summers at Catalina Sea Camp. Make-up is minimal. I think it is normal to want to experiment with make-up, but it would give me pause if my 11 year old was poring over YouTube or TikTok make-up tutorials. Sure all of this comes with a heaping helping of shaming/misogyny but all humans make judgments based on manner of dress and appearance- it’s just a fact that women bear the brunt of it.
