Evaluation is fine. It helps families.
I know a 8 year old boy still poopping himself. It's disgusting. The parents are anti medicine and anti vaccines. Poor child, needs help

I kept both my kids in their cribs until they were 3.5. DS2 started climbing out at about 18 months, so we lowered the side and showed him how to climb out. It's really quite easy if the side is down.
Sleeping in a toddler bed is not a developmental milestone.

My younger kid was like that. My older kid was sleeping with me and in diapers at 2.5.
Both are fully potty trained and currently happily sleeping in their bunk bed now.
