Nice try. NAEP is the Nations report card and gathers a sample from all counties, not just Baltimore. MCPS is the largest district in Maryland and thus is a part of the Maryland NAEP score. Excellent marks for obfuscation.
Yes, and it was only given to a few kids in Baltimore to assess MD, not anyone in MCPS
