Pretty much, especially since you've got fewer high school girls competing for more college spots. Plus girls'/women's sports are just generally less competitive than boys'/men's.

Ok so there are about 130 women's D1 programs v. about 72 men's programs. Women's roster of 35 = 4550 total roster spots, men avg 45 roster spots = 3240. Each get 12.6 scholarships.
Each program is "allowed" to give 12.6 scholarships (vs 12 for the women), but that doesn't mean that they do. Only fully-funded schools actually offer the full 12.6.
