I think the threat of prison keeps a lot of people on the straight and narrow. I'd like to punch a number of people in the throat but I don't because I am not suited to prison.

Most people aren't very good at assessing actual risk. But frankly, that stat doesn't jibe with what I'm seeing--happy, peaceful families loving this late summer weather, dining outdoors, and taking advantage of everything the city has to offer. If you think NYC is a crime-ridden hellhole, stay away! More space for actual New Yorkers.
We need jails, period. We can't have murderers and molesters running around loose. Those people need to be locked away permanently--one strike you're out forever. I do agree that for the majority of prisoners who are not murderers and molestors we need something else. Jails/prisons should be required to have schooling, therapy, rehab, anger management etc. Prisoners should leave better able to cope with the world than when they went in. They should be able to find a job of some sort--mechanics, tech, appliance repair, whatever.
