They don’t have to be a threat to public safety, what’s obnoxious about it is deciding that for aesthetic reasons, the law doesn’t apply to you. You don’t like the license plate law, organize to get it changed.
They’d pay the fine, I imagine.

Police officers alway use their judgment and limited resources. That is not new. Not every offense is worth their time. They have more important things to do.
