22:02 is incorrect. Every year since 2017 has been universal selection. There are no more applications or opt ins. 2017-2020, MCPS looked at everyone then made one cut, and everyone who made that initial cut (almost half the students in the grade) would take the cogAT unless parents opted out. Starting in 2021, MCPS eliminated the cogAT (first because of covid, then they decided to make it a three year pilot) and instituted a lottery. To be placed into the lottery, you had to make the initial cut. Spring 2022 was also a lottery.

22:09 here. But for 2021, the "placed" number represents the students who actually matriculated, e.g. 112 seats at Eastern, not who was invited. So they changed the meaning of the numbers. Before 2021, "placed" meant who was invited, but after 2021, they only provide the number of students who accepted their offer. So that explains the weird drop.
