And it’s also not for “driving up on anyone as fast as you want then passing on the shoulder.” The problem with the left lane is people going unexpectedly below the speed limit; not people (like OP) driving at an appropriate rate.

The rule is not "10 miles over keep left" it's "slower traffic keep right" - ie, it's relative.
I'd like an explanation from OP on how it was possible for the other driver to go 80mph in the left lane, while it was heavy traffic (basically bumper to bumper) on the right.
More than likely, OP wasn't checking her mirrors and paying attention to someone approaching, and thus wasn't looking for opportunities to move over. And it wasn't that heavily trafficked on the right.
MD does not have a left lane law.
In any event, it’s obviously not the “rule” that the left lane belongs to whoever speeds the fastest. The fact that this driver pulled such an unsafe maneuver passing on the shoulder shows they were the problem, not OP.
