most counties have a way to search for permits and gives status. Most home inspections do a permit search to see if things like the finished basement are actually listed as permitted on the property record.

Another tip: Double check your buyers contract. We had this happen when living in Brooklyn and discovered instead of boiler plate language, our real estate attorney had put something in about everything being permitted and current c of o which meant the previous owners were on the hook for the work we needed to get up to code.

The Loudoun site is not easily searchable. I would recommend calling before buying in Loudoun.
