This is what happens when achieve a critical mass of white people in a formerly Black city.
Local teens having fun was never a problem until a bunch of white people from somewhere else moved here (to live in a city!) and then started complaining about the things that attracted them here in the first place.

White people in cars are evil incarnate.
Black children driving ATVs down the middle of major arteries are “urban culture.”
Got it.
(Are there people who are really this stupid?)

So when an ATV races onto a sidewalk and kills a toddler, that's just "culture"? Got it.

There are people who are sick, hard workers, students, elderly, infants etc. and need sleep to function and stay healthy. Most can’t afford to have fun at night and sleep at day time.
Why city government does nothing about it or about literally anything? Crime, poverty, mental health, homelessness, drugs, rodents, graffiti, deterioration, list goes on. Just resign and let other people try.
Sounds like city living just isn’t for you, dear.

Tell us more about what you know about big city life. What world cities have you lived in? DC barely rates, actually. It was designed to remain a provincial Southern capital and it sure has. DC is a small town person's idea of what a big city should be.
So you're going to tell people who come here from bigger, better, more vibrant, and functional cities what city life ought to be? You've got this backwards.
