That also means that you passed over internally promoting / rewarding someone from one of the 15 schools rated higher than the best school in PCGPS, which I would think is insulting to your own staff and teachers?
If you find that new teachers don't want to come to MCPS, that's because of MCPS leadership. Word gets around if a CO treats teachers like cattle or has personal agendas. Teachers want to go to the best schools to educate children. But if the CO only supports the rotten apples, well, that word gets around as well. Until MCPS admits it has a leadership failure, things won't improve.
