I am not sure of the history here, but I think there was a lot of "omg it's a scandal!" when they held it privately. So now they do it publicly, but since all students are assigned a random number, it still is not quite "scandal" proof. Since numbers can be assigned with preference and/or switched around afterwards.
I agree it makes no sense, so I don't pay attention to it AT ALL. I also think it's mostly people who are vying to get into HB that dream up all the conspiracy theories.
