Oh trust me it is, they are terrible.

Rice and Tulane don’t have much sports culture from the students I know at those colleges. The Tulane students lament it and the Rice student is happy about it.

Davidson is a top Division 1 Contender?
in basketball for a school their size? absolutely. It's a big deal on campus, have been to a game. great facility, rabid fans.
But not a Division 1 contender (perhaps that one year with Steph Curry).
Davidson was the regular season champion of the Atlantic 10 and made the NCAA Tournament this year. They lost by 1 to Michigan State. Now their baseball team is on the cusp of being ranked nationally in Division 1.
Davidson football?
Nobody has claimed davidson has a good football team. The OP is looking for more of a sports atmosphere than W&M in a similar school. Though smaller it could easily appeal to the same type of kid and does have at least one strong sport.

W&M is the most expensive state college in the country, especially if you are OOS.
I think Michigan and UVA are a bit more.
UVA is $53,666 OOS tuition. Michigan is $53,323. William & Mary is $46,467.
No. W& M is $63,500 for OOS. Tuition alone is 40 k+
You are comparing full cost at W&M with tuition only at UVA and Michigan. UVA and Michigan have higher OOS tuition.
NO, the all in for OOS at UVA is $53,667, still $10k less than W&M[/quote]
NO. Look at the link below. UVA OOS is $69,090 to $81,645 (Commerce OOS)

Outside of Power 5, perhaps Rice, Davidson (basketball only), Richmond, etc.
Most big sports public schools tend to be significantly larger. A number that are similar sized (Tufts) aren't big sports schools.
Not a single public on your list.
When it comes to publics, W&M is singular: there is no other public of its size and quality.
