We live together but she doesn't make a lot, so I just pay most of the time. She seemed ashamed of the money issues and I am trying to help her but she also has bad habits that needs work. Cigarettes and weed is out of hand for example, plus she does suffer from OCD, the laundry is always running and etc

She could if she has gyn issues. I experienced that.
If she has actual medical issues leading to her getting her period every two weeks and OP wants to break up over buying her tampons, then he really is an asshole.

Do you think she may be over-using the products because of her OCD? Like is she washing herself multiple times a day?
Buying all that stuff twice a month is beyond just being wasteful. My kids are wasteful and a bottle of wash still lasts us a few weeks. The only explanations is she’s OCD and washing herself over and over, or she’s returning them for cash to buy cigarettes and weed.
Either way the smoking alone would make me break up with someone, that’s so gross. I made my H quit weed before I’d move in with him.
