Agree, though I do think it can be tricky with jeans. I wear three different sizes in jeans even though this is supposed to be a waistband size. But it depends a lot on the Lycra content of the jeans as well as the stiffness of the denim. There are jeans I have to buy at the top of my size range because I know they will shrink slightly with wear. And there are other Is have to buy at the bottom of my range because the denim is very stiff and I know the best way to get a good fit is to buy tight and let it relax/stretch to my shape as I wear them.
I think a lot of women who don't like high rise are simply wearing a size that fits them in a lower rise but is too tight with the higher rise. The fit of a high rise and skinnies (people's old go-to) is really, really different, and high rise jeans tend to have signficantly less Lycra content and be made of thicker, stiffer denim. And people aren't adjusting their size accordingly.
