Normal, but not desirable. There’s an annoying 6-12 month period where sure from a physical perspective they can easily climb into and out of the chair independently and don’t need the harness, but they are not mentally mature enough to handle this freedom. My toddler is the worst sleeper on earth, and when she doesn’t eat enough dinner it’s even worse. I don’t think it’s unreasonable to want to just sit the kid in a high chair for this brief period to reduce meal time friction. Not everyone has an easy kid who will just sit and eat and get enough calories.
