If you don't want the fourth grader to have a phone, then she shouldn't have a phone. That's a totally reasonable parenting decision, but then you actually need to enforce it - give her 20 mins occasionally on your phone, but besides that, she should be doing other things, and you can increase live social activities if she wants to spend more time with her friends.

SAYING she has no phone while in reality, she shares a phone with her sister, means her sister has a legitimate gripe.

If you want to let the younger kid use a phone without getting her one of her own, she should be using yours, not her sister's. That really isn't fair to her sister and actually makes no sense. You are saying you don't want to get her a phone yet, but you're letting her use one - at the expense of her older sister. If you don't want her to use your phone, then you probably understand how frustrating it is for her sister to have to loan hers out.

I don’t agree getting a phone is going to solve it. This is like discipline when going gets tough. I would have not allowed the younger daughter to use the phone. I would not give in and go back on my word.

Unfortunately many crimes involving children happen on or because of a phone.

that won't happen if you give them a flip phone with no data plan and limit who they can call.

My 4th grader has my old Samsung android phone. It is not hooked up to a plan. She talks to friends thru kids messenger. I think you should get a “ family” tablet if you don’t have an old phone and let her use what’s app or messenger. Older sibling should not have to share her phone, that’s not fair.
