If you don't want the fourth grader to have a phone, then she shouldn't have a phone. That's a totally reasonable parenting decision, but then you actually need to enforce it - give her 20 mins occasionally on your phone, but besides that, she should be doing other things, and you can increase live social activities if she wants to spend more time with her friends.
SAYING she has no phone while in reality, she shares a phone with her sister, means her sister has a legitimate gripe.
