In a few parts of Montgomery County, yes.
I don't think that MCPS should have closed or delayed today, but "closed for rain" - because of flooding - is actually a thing, and sometimes a good idea.
Yes apparently OP has 12.5" of water outside of her house. Perhaps she is going to be rescued by boat...

They won’t kick your kid out, but MCPS considers it an unexcused tardy if you transport your kids. It is only an excused tardy if the school bus is late. I used to write my kids a note that they threw up but then felt better. No go with Covid now.
