Both Pat and Shirley Ryan went to Northwestern and met there, and apparently love the school very much. They're also wildly wealthy, and it's good ol' alma mater. What's there to be surprised about?
His kids apparently don't see Northwestern as desirable as those three East Coast schools, as do many of Northwestern's most generous donors, like the Pritzkers.

Secondly, you are so desperate to prove that Northwestern is not at the level of HYPSM (which, again, seems like a strange mission to be on since no one has ever claimed that), so yes, a donation of that magnitude is more noteworthy than it would be at a Harvard or a Stanford. I recall there being a big kerfuffle for similar donations at places like UChicago and Johns Hopkins.
